How Many Words Do You Need to Speak a Language?

The BBC recently published an article called “How many words do you need to speak a language?”

So, how many words do you need to speak a language?

If a native speaker knows approximately 15,000 to 20,000 words, should a non-native speaker learn just as many words to really speak the language?

And… what is ‘speaking‘ a language’, anyway? Does this mean fluency, or do you feel like a reasonable communicator with enough of a foreign language to manage most day-today situations?
